Job Description and Qualification:

Data Governance Officer Role

The Data Governance Officer is a key role for Data Management. ReportTHE COMPANY to the Chief Data Officer (CDO) and Head of Customer Intelligence and Analytics (CI), the Data Governance Officer is the one who is responsible for alignment with the global framework for data governance in his/her domain and for its implementation in order to fulfil required data management capabilities. He/She should oversee, control and enforce the THE COMPANY Data Governance framework in collaboration with the Data Governance division at Central Data Management Office (CDMO). He/She also shall facilitate the establishment of appropriate communication mediums to shift THE COMPANY’s culture to be more data-driven.

Key Responsibilities

The Data Governance Officer holds responsibilities for implementation, oversight and improvement in the following THE COMPANY areas:

* Data Management Strategy and Program
* Data Governance Controls
* Implement and monitor Data Architecture
* Data requirements and Data aggregation (regulatory requests)
* Data definition, Meta Data and Esperanto (implementation of process locally)
* Data access, Data classification BIA and Privacy assessment/ monitoring, Data security, Data retention and retrievability
* Data lifecycle management and Data lineage/ Overview location and use of data
* Monitor the Data Exchange Principles
* Relation with stakeholders and other local domains

The Data Governance Officer works with the organization and:

* Ensures that a Local Organization Model is implemented in line with the CDO Office Model, as described in the Global Data Management Governance Manual


* Clarifies the procedure for appointments of domain CDOs and their respective duties in accordance with the decision tree and responsibility matrix in the Global Data Management Governance Manual

* Defines rules and procedures for assigning the key roles for data management within the business structure

* Clarifies the roles and responsibilities for each particular role and drafts a code of conduct for the data roles

* Translates the requirements for data management into specific job duties of the key roles and all employees

* Provides guidelines and standards for implementation of the data management framework in his/her domain

* Ensures that the data management process is implemented in accordance with compliance requirements and standards for information security and data quality

* Defines internal policies for the operation of each step of the data management process

* Establishes policies and procedures to manage workflow among data roles and systems

* Clarifies and communicates rules, polices and standards for data exchange between relevant parties

* Determines the state of data capabilities in his/her domain, and hence monitoring and analyzing challenges/risks and recommend possible solutions and improvements

* Based on practical experience, proposes recommendations for improvement of the metrics for monitoring, such as measurement criteria which better reflect the operational reality

* Oversees whether the Global Data Management Data Governance Manual is implemented for data content, standards and control

* Monitors the performance and interactions between the relevant parties in the data management process
Ex. To establish procedure for monitoring whether the data owners and stewards are performing their duties in accordance with pre-agreed principles for data management

* Clarifies mechanisms for stakeholder collaboration and conflict resolution

* Liaises with Data Governance Officers in other domains for the purposes of exchanging best practices and facilitating one governance approach

* Creates and maintains communication platforms, as well as providing training for staff on a regular basis for raising awareness of policies, standards and compliance requirements

Experience, Knowledge and Required Competences

Professional knowledge:

* University degree - Bachelor degree in Business, Information Systems or an Analytical discipline desirable but not essential for the right candidate

* Minimum 5 years of professional experience in a similar domain (data management, Data Warehousing)

* Knowledge of data management standards and processes

* Insight in Data Lineage and Data Lifecycle

* Regulatory, Compliance and IT expertise

* Knowledge of Policy formation and experience in writing implementing and assessing policies and standards

* Knowledge of relevant policies, e.g. Information Risk, Data Security, Data Privacy, data protection and data ethics

* Awareness of priorities (internal/external, including regulations) for Data in scope
